go to internet properties. The under connection tab, go to lan settings. Add the proxy...

proxy.singnet.com.sg
port 8080
don't check the bypass for local box


Btw, that time when youtube cannot load, I tried proxy and youtube worked again, but then some websites like runryder and some jap sites got slower, so disable it when you need to.
