Nowhere is it stated that flying is not allowed in parks amid the new rules. The only question is whether drone paranoia has resulted in property owners and agencies drafting their own in house regulations forbidding drone use in areas under their jurisdiction.

no matter how, law is law, fine is fine. suay suay kena caught, also LPPL. Can any one sound the horn here if kana warning or caught during flying? Then we can gauge ah Liu's seriousness of his KIP on this drone thing. Sometimes, law fade away in background, just like smoking in void decks, nowdays every smoker enjoying the breeze in void deck, as comfortably, who is catching nowsdays? bus stop also smoking already. law is law, but implementing for long term is shiong, no budgets, outsource also no one doing, people on the ground kana abused. Hope this law also sama sama, got afterburner at take off, after that lau hong like kalapok.

If all drone pilots are responsible, we won't need such laws / rules.
Sadly, given how easy it is to buy and fly (poorly, usually) drones (even toys r us sells them), and how cheap they are, ... the rules are needed because people are not sensible / responsible / civic minded.
Not everyone is an enthusiast.
Not everyone is willing to spend $$ to buy an RC sim to learn how to fly on a simulator before flying for real.
Not everyone is willing to abide by common sense rules (eg don't fly above roads, near other people) that enthusiasts usually are aware of.
Not everyone is responsible enough to say "Ok, I've spent $$$ on my quad, but this doesn't mean that I can fly however I please".
For example, we all know that seat belts & child seats help keep us safe.
How many people do you see
(1) not belting up
(2) belting up but putting their children on their laps (children = air bag)
(3) letting their children run amok in the back seats of their cars
... all while driving at 90 kph?
Every other month, we read of people dying after getting flung out of their cars in an accident from not belting up... and yet people still don't belt up.
Even John Nash didn't belt up and died after getting flung out of his taxi in a car accident.
So sadly, the rules are needed because there are irresponsible people out there.
The responsible ones also 'kena', but what to do?
