Not a hoax for sure.. People have been pulling laser diode out of old DVD writers to turn them into DIY laser engravers (For plastics) and most other stuff like what is featured in the video posted here.. -

The bad thing about laser rifle/pistol/gun is that, any person who are in the proximity need to wear protective goggle. The reason is that, laser is a light. Like any light, it bounce/reflect when it shine onto any reflective surface. Even when the light is in defused situation when it reflect back, that light can burn your retina...causing a permanent damage (thus, blind).
The better weapon will be pulse plasma instead.

so if you wanna do this = let's say a 4 cell 5 Ah batt, which would output let's say 200c for a few miliseconds, it might be possible.
output would be like.... 5A x 200c x 16v = 16 kilowatts for that split second

Railgun is different story. Railgun is mass moving at very very high speed. That will give u a very huge kinetic energy.
So, for ship, having huge kinetic energy can destroy another ship better than lets say laser. Furthermore, when using laser, enemy can see where the source of the laser and track it back.
But good thing about laser is that, so long as u have electricity supply, u have unlimited ammo.
High powered laser however, being installed in a Boeing 747 to shoot down fast moving continental rocket/missile.
