It'll take 2 hands to clap. Pointing at each other's is no way to resolve the problem. Both examples mentioned earlier will create unwanted attention from the public and authorities.
The best way is to organise within the group and start self policing, attend to and mitigate each and every complaint to show that some form of organisation takes the reponsibility. If not, at least a point-of-contact.
If complaints keeps coming for every kind of reasons and no one stands forward to take responsibility, signboard will sure be erected sooner than one can think of. If someone or an organisation takes the responsibility, even banning can be lifted.
