you can try east coast pa. but you need to be member for a price of 120bucks/annum. if free you can go any lorry carpark to bash.

opps... just realise that you wanted to run buggies... my apologise. you can try sengkang track which is near farmway lrt.

tried running my buggy at east coast park once... was fun being able to go over all the grass lol
