Keeping water leaks out of the hull

Found out that water is coming from my rudder mounting holes and filled my boat with water. I know that there plenty of silicon available in the market to prevent leaks for various application. Any one can recommend that works well?

use some waterproof silicone, alot of choice you can find it at hardware shop, I usually test the waterline for any leak, if you could find where the water comes from.

I usually epoxy the mounting holes after installing. No leaks at all.
