Plane dont want to climb high.. why?

saw this guy flew a wing-dragon at woodlands..
flew only as high as 3-4 storey.. i tot he afraid to fly higher..
talked to him.. and he told me.. the plane dont wan to climb higher.. eventho he moved the elevator all the way down with full throttle..

any guys have any idea as why? i tot it might be heavy.. but he said.. he using all stock parts.. even the batt.

how to rectify this kind of prob?

the plane coud be too heavy for the motor...
to climb higher, he will need to do it gradually. go in circles and at a very gentle climb rate.
otherwise brushless motor is in order.

            guys..
CG too far forward.. thats a possibility..
but not enough power or plane too heavy for the motor seems weird leh.. coz he use, as i said, stoke parts.. come together with the plane..
if let say.. maybe batts not fully charged.. but he flew more than 10 mins..

anyway i told him about daddy hobby.. but he said.. no pc..just move to woodlands..

I have a semi overpowered estarter...
2212/26 on it... can do prop hang for a while...when the bats are fresh.
but my e-starter is kinda heavy as it is all zagi taped up.
and the nose is quite well epoxied.

Wow you xagi tape your estarter?
If for strength I would rather glass it. Zagi tape kinda heavy right?

My estarter is sorta over powered too! but when high up it is difficult to see. My set up is 3s lipos on C28 or 2025. all sucking close to 20A.
