Where is the best place to place the water outlet for my water cooling system on the hydro?
1. Under or above water?
2. Back (Transom) or side of the boat, or at the side of the sponson?

I think the best place is above the waterline and in line with the exit of your cooling coil. That will minimise the length of your water exit line. The general rule is... keep the lines as short as possible because the longer the line, the higher the resistance will be aginst the water flow inside the line.
