Help Needed.. Zero Machining Knowledge Here!!

as the title say.. i wanted to learn manual/cnc machining, is nitec in cnc precision course my only way to learn?

cos i don't seem to be able to google tutorial for machining/cnc information.. and the how-to-draw/read-technical drawing.. tools, chucks and most importantly where to get raw material in singapore?
btw, i heard some set-up takes alot of time does that apply to cnc or manual? or both of them?
