Does anyone know if there is a free service for web based sms? Thanks.

Nope.. there isn't one... because the local Telcos are over protective of their networks, and regularly updates their system to prevent free third party access.

Found this and tried but it did not mention free or chargeable?

that is free.. but only for sending to singtel customers. there is a limit each person can receive per day too.
